Local School TV Station

What do I need to get started to set up a local school TV station that can "broadcast" to the school either over the web or coax in the school.

I was wondering whether we could even broadcast to the local community something like channel 31?

 

Are there any contacts out there?

Would love some help, I have no idea even where to start. It just seems like a good idea to provide a meaningful context for out kids to produce work for.
